If you are a training provider who would like to be added to the ETPL, you must register by creating an account on CalJOBS. The Local Area ETPL Coordinator will review your registration and verify your eligibility following the ETPL statewide policy and local procedures. Once confirmed as an eligible training provider, you can submit your training programs for the ETPL.

To be on the list, your agency must meet the following requirements:

  • Be accredited through a Department of Education-recognized accrediting body.
  • Program(s) must lead to either a credential or training-related employment.
  • Provide training in “in-demand” occupations, as defined by the Workforce Partnership.
  • Not debarred from doing business with the Federal Government.
  • Provide all required documentation and follow ETPL Policy and Procedures. (https://edd.ca.gov/siteassets/files/jobs_and_training/pubs/wsd21-03.pdf)
  • Program(s) must be able to report at least one year of performance information.

Bureau for Private Postsecondary Education (BPPE) https://www.bppe.ca.gov/ approves postsecondary schools to operate in the state that meets "minimum standards established by the Bureau for integrity, financial stability, and educational quality."

The flowchart below will help you determine if you will be eligible for the ETPL. If you have a credential attached to your training, please see the Postsecondary Credential Attainment Decision Tree.
